Inmate:  Matthew L Labrec age 20 of Chippewa Falls, WI.    Labrec_resized70X56

On March 28th 2016 at 2345, the Chippewa County jail staff responded to a disturbance in the jail.  An Inmate was making unreasonable demands that the jail would not entertain. The Inmate was ordered to lockdown with the rest of the inmate population and refused to comply with orders of the Jailers. At this time the inmate tore the phone off the wall and threw it against the glass which resulted in the glass cracking. The inmate continued to refuse to follow the orders began to dump water on the floor by the door to impede the Jailers entry into the inmate block.
The Jailers entered the block, still giving verbal commands for inmate to lockdown.  The inmate refused to follow the orders/requests of Jail staff and grabbed his mattress off his bunk and held it up like a shield to shield himself from the Jailers. Taser applications had to be deployed in order to gain control of inmate as he continued to fight and struggle with the Jailers as they were attempting to take him into custody. During the struggle, the third-shift Sgt. received a secondary injury to his shoulder which required medical attention. The Inmate was handcuffed on the ground, was not injured during the incident, the inmate was transported to the receiving area where he was then placed in the emergency restraint chair (ERC) for safety and security.

The incident will be forwarded to the Chippewa County District Attorney’s Office for their review and consideration for following charges, felony Battery to Law Enforcement, felony Criminal Damage, and Disorderly Conduct.

Sheriff James L Kowalczyk
