Beginning on January 1st, 2010, Chippewa County's land use actions must be consistent with their adopted comprehensive plan. The Comprehensive Planning Law requires nine elements to be included. Those nine elements are: issues & opportunities, housing, transportation, utilities & community facilities, agricultural, natural & cultural resources, economic development, intergovernmental cooperation, land use and implementation. The Wisconsin Comprehensive Planning Law, enacted in 1999, requires each local unit of government, including counties, cities, villages, and towns, to have a comprehensive plan in effect before 2010, if that unit of government engages in any program or action that affects land use. Wis. Act 233 adopted (4/28/04), amended the law to clarify that the planning requirements are limited to those municipalities and counties that manage land use through official mapping, subdivision regulation, zoning or shoreland zoning.
